Depends what you mean by efficiently?

The Library has a main air handling unit (AHU) that takes in air from the outside and delivers it to smaller ventilation units (VAVs) throughout the building. This AHU heats up the air to 18 degrees, and also has a thermal wheel. A thermal wheel is able to reclaim up to 80% extract heat to put back into the supplied air, saving energy. The individual VAV units then heat and cool their zone to meet the temperature required (around 22 degrees). The system is only a few years old, so is more efficient then the original system removed during the last refurbishment..
